The complex environment of Flagship Projects: potential and risks

As a result of major events developed in Brazil as World Cup, held in 2014 and Olympics to be held in 2016, it is deemed appropriate to review the literature to better understand the characteristics and positioning of the “Flagship Projects” at the international level, addressing the merits and risks of this overall strategy of urban intervention and contextualizing their implications for cities. This article consists of a literature review on the “Flagship Projects” structured in three parts: fits the “Flagship Projects” as their specificities, benefits and pitfalls; conceptualizes the process of diffusion of urban policy associated with large projects model lined in “Policy Transfer” and presents new trends and reflections that stand out in this universe of uncertainties.
