Abstract

This work is about the dwelling issue in Brazil, in the beginning of the XXI century, and the main challenges that the government have been facing concerning the implementation process of the new politics for the area. In the beginning, it presents a brief overview of the treatment that the issue has received during the prior administrations. It also discusses the programs and strategies created and developed during the 90s and also those that were used as a reference for the creation of the national program. It focus the Dwelling Project (Projeto Moradia), which is the basis for the President Lula voting program for the habitation politics and urban area, showing the conditions faced by the government, as well as the proposals for the project implementation.
